In an unprecedented year of change and challenge, we’ve leaned on our community like never before—and you’ve risen to this moment with remarkable partnership and unwavering support. Your voice and generosity have carried us through, and we can’t be more grateful.
Over the last year, we’ve taken bold steps in raising our voices loudly for survivors, even amid seismic shifts happening all around us. We have equipped the next generation to stop sexual abuse, and empowered thousands of survivors and families to take their next steps. We’ve developed deeper community partnerships to enhance our inclusivity and cultural competence. With you by our side, I’m proud of what we’ve accomplished together and excited to share with you some highlights.
We raised our voice—and equipped others to do the same
At our first-ever Rally for Victims, we made it clear that precipitous declines in federal funding for survivor services had reached a crisis point. Partnering with our community and crime victim service providers statewide, we launched a loud, sustained call to action that resulted in a $20 million state appropriation.
This marked the first time ever that crime victim services were funded in the governor’s budget and both legislative budgets—an acknowledgment that our current funding approach risks the critical advocacy, therapy, and restorative services survivors desperately need. While there’s much more work ahead, this historic victory shows what we can achieve together.
We were also honored to co-host a recent Summit on Crime Survivors in King County, bringing together survivors, advocates, justice system leaders, and elected officials to amplify survivor voices and needs. We remain committed to advancing justice through these vital partnerships.
We empowered young people and survivors to take collective action
This year brought substantial initiatives that deepened our reach and relationships, particularly with young people from marginalized communities. Over recent years, KCSARC has worked in schools and communities alongside a growing movement of youth learning about consent and healthy relationships—young people who aren’t afraid to call out adults when we’re failing them. In fact, student leaders have invited our team to assist with peer, parent and staff trainings that fuel their own school-based work.
We realized these young leaders represented lightning in a bottle, and simply needed a way to connect with one another for mutual dialogue, support, and action. Our first Youth Advisory Committee cohort formed last year. If you attended our BE LOUD Breakfast, you heard the inspiring voices that represent the future of this movement. I’m thrilled to share that our second cohort is now getting underway.
And I’m thrilled to report that another group of young Latinx student leaders in Federal Way is making visible strides to end the silence and dispel cultural myths surrounding sexual violence through our partnership with El Centro de la Raza. Students in this program, Better in Comunidad, are supported by a KCSARC preventionist and therapist. Student leaders have organized culturally-relevant trainings geared to parents, and have educated their peers on a range of topics, such as re-framing and de-stigmatizing mental health care.
We’ve also expanded our collaboration with the GSBA, Seattle’s LGBTQ chamber of commerce. In a “train the trainer” model, our Prevention team is working with GSBA’s Young Scholars program participants to help them identify abuse and better understand strategies that support survivors. In turn, these young leaders are leading the conversation in their own networks.
This collaboration has also helped KCSARC become an even more welcoming space for LGBTQ survivors by training our staff on topics ranging from the impact of new federal policies and rhetoric aimed at people who identify as LGBTQ to checking our assumptions about gender, sexuality and pronouns.
Finally, we’ve enhanced our Empowered Voices program to give greater opportunities and support to former clients who want to share their stories. Group members now access quarterly workshops and networking opportunities to learn and connect with one another. This group is growing in visibility and action; whether speaking to hundreds at our Breakfast, speaking at public hearings, writing a blog for our monthly e-News, or lending a quote and photo to this report, these members elevate survivor voices—and their insightful, first-hand experience is something we all need to hear.
We supported survivors and families as they reclaim their lives
Our family support groups—each available in both English and Spanish—launched last year and have grown significantly. Feedback from parents and caregivers tells us how empowering and meaningful these sessions are for families working to understand their children’s behaviors and support their healing. One said:
“This group helped me process my own feels and emotions so that I could understand and support my child. This group helped me feel supported and less isolated.”
The impact is clear: when we provide culturally responsive, language-accessible support, families thrive. These groups represent our commitment to meeting survivors and their loved ones exactly where they are.
Looking forward with hope and determination
As we look ahead, sure, we face challenges. But we’re also counting our tremendous assets. Among them: a passionate, knowledgeable staff; a dedicated and effective Board; and a community of donors, funders, and corporate sponsors we can count on to champion our cause, no matter what comes our way.
This year has proven that when we work together—survivors, advocates, young leaders, families, and donors like you—we can create lasting change. We can shift policies, transform communities, and most importantly, we can ensure that every survivor knows they’re not alone.

SPOTLIGHT:
Strengthening our community’s response to survivors
KCSARC’s mission of giving voice to survivors means helping others understand their needs, including the many community and government systems stakeholders tasked with the well-being of survivors and families. We have always played a key role in coordinating outreach and education about sexual assault, but this has grown in the last year. A few examples:
- We coordinate with a wide range of community and systems professionals to improve sexual assault response, from educators and school counseling staff to social workers at the state Department of Children, Youth, and Families and providers at Seattle Children’s Hospital.
- We are part of the Criminal Justice Training Center’s Sexual Assault Investigations team, training law enforcement in Victim-Centered Engagement and Resiliency Tactics (V-CERT), a mandatory statewide training for officers who regularly investigate adult sexual assault cases and their supervisors.
- KCSARC staff participate in Multi-Disciplinary Team meetings, alongside professionals from the Children’s Justice Center of King County, law enforcement, medical providers, child protective services, the prosecuting attorney’s office and other community partners.
- In partnership with the City of Seattle’s Office of Labor Standards, we provide critical outreach and connection with hospitality employers to ensure hotel workers are aware of victim services and have the support they need after sexual assault or harassment.
We are grateful for the growing number of partners working alongside KCSARC to respond to survivors in ways that best support their recovery.

24-hour Resource Line
Your support helped us answer 1,900 calls from survivors, their families and others in the community in need of immediate information, crisis support and connection to services.

Trauma-Specific Therapy
Last year, 381 children, teens and adults participated in trauma-specific, evidence-based therapy at KCSARC.

Family Services
Parents and caregivers of 1,246 young survivors receiving KCSARC services had the support they needed to help their child heal.

Legal Advocacy
Our legal advocacy team supported and empowered 2,092 survivors to make decisions right for them as they navigated the complex and challenging legal system.

Client Advocacy
Last year, our team of client care specialists responded to and connected 1,960 survivors and their families to specific services to meet their individual needs.

658 Spanish-speaking clients accessed culturally relevant therapy, advocacy, family services and referrals to additional services specific to their safety and well-being.
SPOTLIGHT:
Empowering the next generation
“Nothing about us without us” is a caution against bringing forward solutions without including the voices of those who are directly affected.
When it comes to what works in getting the attention needed to shape attitudes and behaviors of young people, we know young people themselves have so much insight. But they’re often left out of the planning and delivery of programs aimed at preventing sexual assault. And what works in one school or with one group of students may not ring true for another. The best prevention strategies need the right message and the right messenger.
That’s why KCSARC has continued to support young people in peer-to-peer learning, education and collaboration in the last year. That included programs like Better in Comunidad in Federal Way, a partnership with El Centro de la Raza. With guidance and consultation from a KCSARC prevention educator and bilingual therapist to implement the group’s priorities, Latinx students are connecting with peers and families, helping de-stigmatize conversations about sexual assault and mental health, in ways that resonate culturally, linguistically and generationally.
With a bilingual KCSARC therapist co-located in the Highline School District, another group of young people who share a Latinx background are continuing to raise awareness about sexual assault and services available to students through the HealthPoint school-based health center and at KCSARC. The students have gained valuable leadership skills, tabling at school-wide events to engage with families and students, and presenting to school counselors, administrators and even to KCSARC’s Board. Along the way, they have created brochures and digital content in both Spanish and English promoting physical and mental health and sexual assault prevention for students and families.
And finally, last year we began to facilitate a new Youth Advisory Committee. Its members, leaders of initiatives at their own schools, wanted to expand their expertise and connect with one another to make a bigger impact together. This group has provided valuable messaging and programming input to KCSARC as well, making a difference for the whole community. As Avery, one of the student leaders, put it in the video below: “You’re never too young to start something, and you’re never too young to make a change.”
As individual members of these groups advance in their school careers, they’re bringing skills with them that will serve them a lifetime, and inspiring their younger peers to participate and take the reins. We thank them for blazing a trail!

Prevention Education & Outreach
Our prevention educators led 259 trainings for community groups, young people, educators and other professionals to help them better identify, prevent and respond to sexual abuse.
Through these in-person trainings and our digital platforms, we empowered 65,653 community members with information and resources to stop sexual violence from happening.
SPOTLIGHT:
Raising our voice for victim services
A national crisis in federal funding for crime victim services has reached us here in King County in the last decade. For several years, KCSARC has partnered with sexual assault programs statewide, as well as domestic violence, children’s advocacy centers and legal aid coalitions to try addressing this issue as a state.
State leaders have responded to our collective advocacy since 2021 with one-time funding patches every year to supplement declining federal Crime Victims Fund resources. This year, our network, weakened by chronic underfunding over time, was told funding for services would be cut by half unless the state took action.
We know what is truly needed: a state stabilization fund, so that no survivor ever has to wonder whether services will be available in their community.
As the largest sexual assault center in the state, we led a campaign to ensure victims would not be left behind amid a historically difficult state budget, starting with leading a Rally for Victims in Seattle — see our video recap below. Hundreds of supporters joined together to put this crisis on lawmakers’ radar, garnering attention in the media, in the community and in Olympia.
And when legislative champions introduced a stabilization fund for victim services, we showed up at every hearing, and our supporters acted on every action alert to educate lawmakers.
While the bill did not move forward this year, we secured $20 million in crime victims services funding for one more year.
We’ll continue to advocate at all levels of government as we continue to seek stability from our public funding partners. We can’t be more grateful to supporters your partnership and look forward to updating you on next steps.
SPOTLIGHT:
Advancing equity
In the last year, we took several more steps forward in our Anti-Racism and Equity Initiative (AREI) plan to help ensure equity fundamentally and genuinely informs our work, both in principle and in practice.
This initiative has taken on even more urgency recently. Survivors from marginalized communities are more fearful and concerned than ever about reporting abuse or seeking help.
Authentically conveying “you are welcome here” to every survivor and family in King County requires an ongoing, long-term and collective commitment. These strategies allow KCSARC to better fulfill our mission to victims, families and our community by strengthening our cultural competence and guiding our decision-making. Step by step, we are moving the ball forward.
KCSARC has achieved several key milestones, including:
- Staff participated in trainings on topics ranging from history and experiences of Native nations to how to be allies to LGTBQ+ communities. Staff training hours are now required and recorded, providing a progress metric for this initiative;
- Board trained in key concepts like identity, how identities overlap, and racial equity, mirroring staff core training, and received its first annual report on agency progress;
- Conducted an organization-wide assessment of all community partnerships to ensure our response to every survivor and their family is based on understanding currently available resources and information;
- Partnered with organizations and experts with lived experience to inform best practices;
- Incorporated anti-racism and equity goals as part of our annual staff evaluations;
- Expanded client materials in additional languages, including Spanish, Chinese, Somali, Russian and Vietnamese.
We look forward to more progress in the coming year.

Not every survivor or family chooses to share information about race, ethnicity, gender or other demographics. But where clients share this information with KCSARC, it helps to inform and improve our work.
